This may change in the future, as we determine how often everyone is able to post, but for the time being, moon phases and time passage shall be dealt with thusly:
Individual players may determine the moon phase for their own characters, since time passage may not be in sync with other characters.
When two characters meet, their players must discuss and agree on a single moon phase to use.
